Paylor belongs to District 8 and has considerable military power. Katniss thinks of her as a solid person. Paylor is dependable and valued by the rebels, who give her squad the responsibility of guarding Snow after the war appears to be over. After two other presidents fall, Paylor is named President, and will be in charge of governing the version of Panem that rises post-revolution.
