It's an investing strategy. Notionally, every 7 or 8 years, there's a bear market. At least that's been the case historically. And lots of investors try to be smarter than the market, timing those moves, as they get deeply invested...and then get out.

Does market timing work? Not really. A few humans on the planet have been able to "game the system" for a market turn or two, but few have done much beyond that.
