Yes, that painting might, in fact, be worth $80 million. Or it might be worth 80 million…yen. (About $727k USD.) Or it might be worth a hundred bucks. There is, however, the notion that it was painted by Monet, and its sale would notionally then make you a lot of money.

That’s the notion, the idea, the belief, the concept. It isn’t proven yet though. Before a notion grows up to become a real value, it has to have a ready cash buyer.
