This line is spoken by Homer Simpson, played by Dan Castellaneta, in the TV show The Simpsons (1989-present).

Ever since the very first episode of The Simpsons, Homer has been annoyed—and not afraid to express it. That first had Homer grunting over tangled Christmas tree lights, losing a dog race, and exclaiming a merry "Ho ho d'oh!"

Fun fact: "d'oh!" was originally written as "annoyed grunt" in scripts for The Simpsons.
