This line is spoken by Lt. Col. Frank Slade, played by Al Pacino, in the film Scent of a Woman, directed by Martin Brest (1992).
A pre-NCIS Chris O'Donnell and a pre-dead Philip Seymour Hoffman (too soon?) star alongside Al Pacino in the Oscar-nominated Scent of a Woman. Pacino plays a blind, alcoholic, retired Army Ranger named Frank Slade. And for two and a half hours—two and a half hours—he stomps around, sniffs women, and says "hoo-ah!" over and over again.
At the end of the day, Pacino got an Oscar for this performance, but there was a lot more to his character than just hoo-ah.
Where you've heard it
You hear this when someone is doing their best Al Pacino impersonation and "Attica! Attica!" is getting old. Plus, "hoo-ah," according to the U.S. Army, can mean absolutely anything except "no." So you can say this anytime, unless you mean no. Hoo-ah could also derive from the acronym HUA, meaning "Heard, Understood, Acknowledged." You got that? Hoo-ah!
