This line is from the song "Blowin' in the Wind" by Bob Dylan from the album The Freewheelin' Bob Dylan (1963).
Bob Dylan asked lots of questions in the 1960s, like "How many roads must a man walk down before you can call him a man" or "How many ears must one man have before he can hear people cry?" or "How many licks does it take to get to the center of a Tootsie Roll pop?"
Well, the answer, our friend, "is blowin' in the wind" which means one of three things: there is no answer, it's insanely obvious, or, we hope you're upwind of the sewage treatment facility. Like many of Bob Dylan's songs, this one is about empathy and peace (and Tootsie Roll pops).
