This line is spoken by J, played by Will Smith, in the movie Men in Black, directed by Barry Sonnenfeld (1997).
We probably don't have to tell you this, but Men in Black is about a wisecracking NY detective (Will Smith) who gets drafted to become part of a secret squad of alien-busters. This quote comes at the end of his training, when he dons his black suit, slides on his shades, and makes a little fun of his crusty partner K (Tommy Lee Jones). You can relive the memories here.
Where you've heard it
What's most likely is that you've seen Will Smith drop the line in the original movie. (It's not like MIB is some obscure art film or something.) Maybe you also caught the line in an episode of the TV show Leverage, when two guys put on dark suits and one does his best Will Smith. But compared to the real deal, we're guessing his best was only second best.
