This line is sung by the citizens of Halloween Town in the song "This is Halloween," written by Danny Elfman, from the film Nightmare Before Christmas, directed by Henry Selick (1993).
Halloween Town is any Vincent Price fan's ultimate fantasy. You could almost imagine Nightmare Before Christmas' producer Tim Burton actually living there. It's spooky and stop motion animated to the extreme with ghost dogs, mad scientists, werewolves, spiders, and anything creepy.
And it's all ruled over by Jack Skellington, the Pumpkin King. Jack is in charge of organizing all the denizens of Halloween Town and ensuring that they put on the best Halloween in the universe every year. And this is how they prepare for it.
Where you've heard it
This song, along with Michael Jackson's "Thriller," is one of the great Halloween anthems. It's also popped up in a couple popular video games, like Just Dance 3 and Kingdom Hearts, where you can actually explore Halloween Town and play as Jack Skellington. And it's perfectly okay to play during Christmas too, because Jack is the Pumpkin King and Santa Claus.
