Exactly how steamy is this story?

This is a tough one, folks: we can't decide whether to give Allegiant a PG-13 or an R. Did Tris and Tobias do it or not? At the end of chapter 41, they at least get their tops off and engage in some heavy petting: "He lies down next to me, and I run my fingers over the flames wrapping around his rib cage. He is strong, and lithe, and certain. And he is mine. I fit my mouth to his" (41.67-41.70).
After that, Tris mentions "colliding over and over again" (41.71), and we're not sure if this is a metaphor or a bed-breaking love scene straight out of Breaking Dawn. We're betting on the latter, if only because there's one thing we've learned from teen fiction and movies: no one wants to die a virgin, and at this point, Tris only has a few chapters of life left.
