Secretary-General Joseph Douglas

Joe Douglas serves a brief stint as the antagonist (the character opposing the protagonist) in Parts 1 and 2. He attempts to limit Mike's freedom and insert Mike into the political system in a way that benefits only himself. However, Douglas does not remain the antagonist beyond Part 2. Also, Joe might be Jubal's antagonist more than Mike's since Jubal is technically the one who does political battle with Douglas. What do you think?
