The novel doesn't have any clear cut villain. The characters that act badly do so because they are confused and struggling, not because of any necessarily evil character flaws. (Not that this excuses their behavior.) So what causes the most trouble in the story? Group conformity: the fact that students abide by The Wave codes and regulation without question.
