Exactly how steamy is this story?

Witch and Wizard features exactly one romantic relationship, which is between Whit and Celia. They're deeply in love, but there's one tiny problem: Celia's dead. She's a Half-light, which basically means she's an insubstantial ghost—not exactly ideal when it comes to fooling around.
That said, the couple does try… sort of. When Celia says goodbye to Whit for the final time in the book, they "merge," whatever that means. "We were like one person," Whit tells us. "It was warmth. It was peace. It was pure beauty. I was part of Celia; she was part of me." The passage is suggestive—the idea of sex is there, in an abstract way—but it would surely pass the censors with flying colors.
