Read with sufficient accuracy and fluency to support comprehension.
It's all fine and good to be able to read, but when it comes to comprehension, you need to be reading a.k.a. capital-Reading, digesting, and understanding the right words. This is what this standard's all about: identifying words, knowing what the words are, and reading with enough speed that students don't forget what happened in the first part of the sentence.
