A: Well, yes, at first. You have 30 days to qualify for a license if you're a new Colorado resident.
How do they define "resident," though? Well, if you
- own or operate a business in Colorado (doesn't really affect minors),
- moved here for a full-time job (also likely doesn't affect minors),
- pay homeowners taxes (also, doesn't really affect minors),
- enroll your children in a public school (you're really striking out here, kid),
- have lived in Colorado for 90 consecutive days
...then you're a resident.
