Ever see M*A*S*H*? Note how Hawkeye is always asking Radar or Klinger to requisition this or that? Every army movie or TV show seems to have issues with supply. Forms have to be filled out (in triplicate in the old films), and then all kinds of red tape flows, and eventually the penicillin shows up just in time to save the colonel with VD. Something like that, anyway.
Requisitioning just implies that there's a lot of bureaucracy involved in getting a certain supply thing that a given company or team needs to get something done. Combo of "request" and "acquisition."
