Context

This line is written by Paul in 1 Corinthians 9:22.

Paul's telling the Corinthians what a selfless minister he is. He's willing to act however he needs to act in order to give the gospel to everybody. What a good guy.

Where you've heard it

Although Paul's chameleon-like ability to be all things to all men is a good thing in his mind, today it's usually a bad thing. People who can't be authentic or sincere are accused of trying—and failing, usually—to be all things to all people. You'll hear this a lot during any election year, so watch out for that.
