Though the narration sometimes describes other characters, there's no doubt that this is 100% Anne's story. It's in the title; the story follows her growing-up journey. Anne is arguably the most changed by the story's end, and she's the focus of all the other characters. (When they're being described, it's usually in relation to how they feel about Anne.)
