The Great "We," a.k.a. Society itself

Equality 7-2521's real enemy isn't any one bad guy in particular; it's Society itself. All of the individual characters he struggles against in his quest for freedom are just acting on behalf of the collectivist society in which they all live. That society is organized around the idea of the Great WE. The Great WE of society is opposed to every manifestation of freedom or individuality, and tries to crush them wherever they exist. It forbids individuals the right to follow their own conscience, or pursue their own happiness. It tries to suppress all distinctive individual talents or characteristics. It's opposed to Truth, and the first-person singular. In short, pure evil.
