Howie appears in Chapter 21. He gets excellent grades, is president of the junior class, and excels at football and boxing. So, when he tells his friend Richy Rondell that he admires Jerry's refusal to sell chocolates, Richy has to take it seriously.
Howie also has a disturbing way of looking at girls. He thinks, "Watching girls and devouring them with your eyeballs – rape by eyeball – was something you did automatically" (21.23). Sure, boys look at girls, and vice versa, but this is freaky.
