There isn't one major antagonist in this book; it's more a case of various philosophers who are responsible for faulty and confusing theories. One of Hume's main motives for writing his Enquiry is to challenge these theories and outline a more accurate model. For him, the basis of morality should be obvious: he's convinced that it involves not just reason but sentiment too, and that human beings have a benevolent principle (rather than being totally selfish). That it's not obvious to some can be put down to the dumb theories that some philosophers have produced. Hume's like, "congrats on alienating your audience, guys."
