Captain Simonson

In a script chock-full of expository dialogue (that's when a character is talking to another character, but is really giving us the low-down info we need), Captain Simonson is king.

"I know you worked with him before and got in a little trouble," he says to Mulderig. He talks about the types of drug arrests our partners make (strictly small-time), and tells them that the department needs a big case.

When scolding Popeye and Cloudy for not finding any evidence after two months of surveillance of Sal and the French, we viewers know to register shock: two months is a long time. Just like any good boss, Captain Simonson keeps our heads straights and our calendars organized.
