Many consider Bellow and American writer, but he was actually born in Canada and spent his young years in a section of Montreal filled with Russians, Poles, Ukrainians, Greeks, and Italians. Once again, we see a similarity between him and his character Herzog.
By the late 1960s, Saul Bellow managed to establish himself in many critics' eyes as the most important novelist in all of America. And there were more than a few great novelists in the States at that time, so we're talking really, really high praise. (Source)
