Pan's Labyrinth is del Toro's own take on a fairy tale, and a defining characteristic of this genre is a black and white moral spectrum.
The bad guys are the bad guys and the good guys are the good guys, no if, ands, or buts.
Vidal is just plain evil through and through; but instead of thinking about him as being a flat character, we should think about him as being an archetypal villain. He's the opposite of Ofelia in every way: he's an adult, he's a man, and he's violent.
