Madame Bellegarde's first priority is to ensure her family's financial security.

Why does that make her the bad guy? Well, she isn't particularly concerned with Claire's wellbeing, and she definitely doesn't care about stabbing Newman in the back. Plus, her shady past shows that she's not afraid of (ahem) disposing of those who stand in her way.
