The Bill of Rights, a.k.a. the first ten amendments of the U.S. Constitution, became law on this day in 1791. It originally contained twelve amendments. So what happened to the other two? One was ratified in 1992 as the 27th Amendment; it prohibits pay increases for Congress members until after the next election happens. The other, which concerns the size of electoral districts, has yet to be ratified. Kind of puts into perspective just how young America is, doesn't it?
