A: Well, yes, at first. You have 30 days to obtain a license if you're a new Washington, D.C., resident.
How do they define "resident," though? Well, if you
- are registered to vote (doesn't affect minors),
- moved here for a full-time job (also likely doesn't affect minors),
- pay homeowners taxes (also, doesn't really affect minors),
- enroll your children in a public school (you're really striking out here, kid),
- or you get some other privilege that you wouldn't normally get if you lived out of state
...then you're a resident. However, some people are eligible for Reciprocity Permits, so make sure you're aware of your own situation and requirements.
