Who does Diana Moon Glampers think she is, devising different handicaps to keep people "average"? She's the United States Handicapper General, that's who.

The figurehead of a totalitarian regime is definitely the antagonist in our book. We only see Diana once, and it doesn't seem like any of the handicapping rules apply to her. We have to wonder if Handicapper General is an elected position. If everyone is equal, how would you decide who to vote for? We're thinking Miss Diana Moon Glampers is the only elected official, the only person with any power, the only person with a title, and therefore the only person who is allowed to be superior.
