Yes, Harry does have some other enemies in this particular installment (like Barty Crouch Junior and his old "buddy" Draco Malfoy), but Voldemort is the Big Bad behind all of the seriously evil stuff that's happening at Hogwarts.

Harry's name in the Goblet of Fire? Voldemort's doing (through Barty Junior). Harry winning the tournament and then being ported directly to Voldemort? Totally his orders. And then he has Pettigrew kill Cedric and tries to kill Harry. "Antagonist" doesn't even begin to describe how evil this dude is.
