Rita is the wizarding world's version of a slimy tabloid journalist. She's looking for basically anything sensational she can put into her article, and kind of trying (by making it a question) to plant the seed that Harry might not be super-brave. We know otherwise, though, of course.

DUMBLEDORE: The winner is Mr. Diggory who showed innate command of the Bubble-Head Charm. However, seeing as Mr. Potter would have finished first had it not been for his determination to rescue not only Mr. Weasley, but the others as well, we've agreed to award him second place for outstanding moral fiber!
Harry has just proven himself super brave and selfless by saving Fleur's sister in addition to Ron as part of the second task in the tournament, even though it slowed him down getting to the finish line. Who says nice guys finish last? In this case, one finished second.

HARRY: For a moment, so did I.
CEDRIC: Some game, huh?
HARRY: Some game.
As Dumbledore warned Harry, the maze kind of changes you, and Harry almost decides to save himself/go for the cup rather than help Cedric when the maze is about to swallow him up. Luckily, he shakes off the maze's evil influence and saves Cedric, proving that he's still the strong, brave boy we always knew he was (we didn't doubt it for a second, Harry, promise).
