Character Analysis
This is the head policeman of Ratbridge. When he shows up to arrest everyone involved in the scuffle on the ship, Snatcher makes some funny gestures to him and speaks in code. The chief squeaker obviously recognizes the code, as he and all his minions bow down to Snatcher and follow his every order, including arresting Arthur and turning him over to Snatcher's custody. Seems like the police chief is more than a tiny bit corrupt.
