A legal phrase that basically means, "anything that can conceivably be used for military defense and supply."

Like "defense article," this is a legal phrase that basically means, "any information that might have something to do with military defense and supply.
Lend-Lease
The phrase FDR or his administration came up with to represent the legislation FDR needed to give allies military equipment "on credit" so that he could get the support of legislators who wanted to officially stay neutral in the face of spreading global conflict. In reality, the "lending" was mostly just giving.
From time to time
A legal phrase that kinda means, "repeatedly, but not all the time." It's specific way of being vague. Leave it to the lawyers to figure out a way to be specifically vague.
construed
Understood as, interpreted as, etc. Dear Germany, please don't construe this little law as a declaration of war. Regards, the United States of America.
procured
Obtain, gotten, acquired. Hitler: Have you procured the Ark of the Covenant? Krebs: Uh… Mein Führer… you remember that guy named Indiana… Indiana… Hitler: Jones?! That blasted American Jones?! Again?!
appropriated
In this context, it means to set aside or to mark for a defined use, whether specific or generalized. Almost always used in the sense of "appropriating funds."
promulgate
A legalese way of saying, "declare."
