You can't be super productive churning out that buttload of war materials if the methods for doing so are scattered and half-hearted. No, you need to have a plan.
Better yet, you need to have an infrastructure, especially if you're dealing with some hardcore stuff like bombs. Luckily, the U.S. had a strong infrastructure already in place in 1941, which is apparent in the text of the Lend-Lease Act by the way the smooth operations of industry are so easily taken for granted.
Notice the confidence the government seems to have in American industry and its ability to make all of these supplies? Nowhere does it say, "maybe" or "if we can." In this context, organization equals certainty.
