Sure, legal documents are by design bereft of literary flair, but the main symbol at play here is equal voting rights standing in as equal rights. Johnson was trying to enact a whole lot of equal rights and civil rights legislation—dude also brought us the Civil Rights Act of 1964, after all—and this Act was meant to secure another piece of the equality pie.
Section 2 is the clearest call to action, with the following quote:
No voting qualification or prerequisite to voting, or standard, practice, or procedure shall be imposed or applied by any State or political subdivision to deny or abridge the right of any citizen of the United States to vote on account of race or color. (2.1)
It's as much a ruling as it is an affirmation that discrimination will not be tolerated in the United States, especially on the grounds of race.
