Monsieur de Valenod
Monsieur de Valenod is what people would call "new money." He's an upstart because he doesn't come from a distinguished family. On top of that, he'll use just about every opportunity he can to get more money.
Oh yeah, and he often tells poor people to shut up and be quiet, even though he's supposed to be in charge of their welfare. There are definitely times when Valenod doesn't seem so bad, but they're always quick to pass. Let's not forget that Valenod is also the dude on the jury who ultimately decides to have Julien Sorel executed. And he does it with a smile on his face.
