One of the Mafia guys to end up on the lifeboat with Hiro, Vic is "reticent, unobtrusive" (48.2). He is also a sniper. While marooned on the boat, he quietly kills time by reading. But though his shooting skills are pretty hot, he doesn't make it once they're attacked by Raft pirates.
