According to Vicki, Chief Shouting Bear is some crazy dude who yells at everyone. Get it? That's why he's named that. Others say he's an "eccentric old junkman" or "a town legend" (3.439). To Tip, though, he's an old guy with a cool alien collection and a dog named Lincoln. So who's right? Everyone.
Chief Shouting Bear does have a penchant for yelling at Vicki, since she's always getting mad at the old guy, but he's also got a soft spot—he risks his life helping Tip and J.Lo, and even gets hurt by the Gorg in the process. The main thing you have to know about Chief Shouting Bear is that he holds the clues to what happened years ago in Roswell. Not only does he have the teleclone machine, but the koobish pets from the Boov, too, thereby proving that they did land on earth all those years ago.
