This Quileute legend of a peace treaty between werewolves and vampires has been passed down through the generations. Jacob believes it's just a scary story. He doesn't seem to have any clue that supernatural beings truly do exist in Forks.

[Jacob to Bella:] "No." He paused dramatically. "These are the same ones." (6.124)

Bella learns the Cullen family didn't descend from the vampires that formed a treaty with the Quileutes generations ago – supposedly they are the same vampires. Jacob clearly thinks this is just a scary, superstitious story, but Bella is taking it a bit more seriously.
