Hedley Lamarr

If his totally evil laugh didn't tip you off, Hedley Lamarr more or less refers to himself as an evil genius in his very first scene in this movie. Plus he has a moustache that he likes to twirl… which is just a dead giveaway that he's our villain.

Oh yeah, and did we mention that he's willing to demolish a whole town and murder dozens of people just to shave a few miles off a railway he's having built? Add it all up and you've got yourself a pretty typical villain of the Dick Dastardly persuasion.
