That both of Katsa's major antagonists are kings doesn't necessarily mean she has a problem with authority figures—these particular authority figures just happen to by tyrants who exploit and abuse people for their own gain. They also both happen to have been particularly exploitative of young girls—Katsa and Bitterblue, respectively—and we know how Katsa feels about powerful men taking advantage of vulnerable girls. So yeah, she's pretty antagonized by these creeps.
