- Parties that have signed the treaty are assured that they can recommend changes to the treaty whenever they want—they just have to submit the paperwork to the right guy.
- In this case, it's the "Depositary Governments," who will share it with everyone else.
- Afterward, if one-third or more of the signing parties want it, a conference will happen, and they will discuss the amendment.
- An amendment will only pass if a majority of the signing parties approves of it and if all of the original parties approve of it. That means if the U.S., the U.K., and the USSR all agree, plus a majority of the other parties.
- At the end of this process, the amendment will go into effect, i.e., "enter into force," once all of the officially signed paperwork is submitted and processed.
