- Just in case you forgot, the U.S., the U.K., and the USSR have created this treaty, so those countries are responsible for it and are in charge of it. Part of being in charge means being a depositary government, which means that nations not universally recognized (like the former East Germany) could deposit their instruments of ratification with one of the original parties and be included in the treaty through either the U.S., the U.K., or the USSR.
- The treaty goes into effect once the official paperwork from the original parties is signed, sealed, delivered, and processed.
- For any other nation that joins the treaty at a later date, its stipulations will go into effect on the date it submits the official paperwork.
- The depositary governments (the U.S., the U.K., and the USSR) will tell all the other states of any important dates related to the treaty.
- The treaty is made official according to rules established by the United Nations, specifically Article 102 of the U.N. Charter.
