President Snow

President Snow is the ultimate antagonist here: soft-spoken leader of an oppressive future regime that enjoys setting children against each other to die for the amusement of the masses. Stay classy, you evil Santa Claus.

In a larger sense, Snow is just the figurehead for the Capitol itself, and for its utter indifference to the pain and suffering in the Districts it rules. He's the face and the puppet master, but the real antagonist is the whole darn system. All of Snow's various minions— Crane, Caesar Flickerman, even the Careers with all their bloodlust and eventual messy deaths—serve the same faceless master. Beating this thing means more than just stopping Snow. It means undoing the whole regime.

That's for another book, however. So is getting Snow off of that mountain of corpses he rules from. For now, it's enough to just stop his immediate plans, which means making sure that Katniss stubbornly refuses to die.
