Caesar Flickerman/Haymitch

Caesar is a self-serving mouthpiece. He's definitely on the Capitol's side, which means he doesn't mean anything good for Katniss. On the other hand, he controls the media as the flashy host and commentator for the Hunger Games, so his blessing or curse can help Katniss earn sponsors and the affection of the public. He definitely challenges Katniss, who's not exactly ready for the celebrity game. But in challenging her, he passes off some very useful tools for her to use. The title "Girl on Fire," for instance, is his idea, and his early favoritism helps Haymitch sell the star-crossed lovers routine to the Capitol. He's not on Katniss's side, to be sure, but he helps Katniss get the goodies she needs to stay alive.
