The Puppeteer
If Ellery Willux is a ten out of ten on the evil scale, then Foresteed is a solid nine out of ten. This dude is bad, and all he wants is to be the leader of the Dome. He doesn't even care about the lives of the citizens: he just cares about saving his own skin. One quote in particular stands out from him when he's talking to Partridge:
"If there's one thing I've learned from working for your father, it's the advantages of being the puppeteer, not the puppet." (26.33)
He pulls Partridge's strings the whole entire book, just like Ellery would do. Foresteed is ill-tempered, violent, and manipulative — just like Ellery Willux.
Oh, and we also learn he abandoned his wife and kids before the Detonations so he could get inside the Dome. Ouch.
