President Merkin Muffley

Prez Merkin is probably the clearest protagonist here. Throughout the film, he pushes the action forward by doing everything he can to stop the American B-52's from dropping their bombs and inadvertently setting off the Doomsday Machine. Unfortunately, the leader of the free world doesn't manage to pull it off in the end.
