Eli Millstone

The corrupt Mayor Millstone is certainly the bad guy in this novel, but it's not Hope he's after. As soon as G.T. announces his plan to run for mayor, Millstone uses any and all opportunities to sabotage G.T.'s campaign. Whether he's spreading lies about G.T.'s health, sending evil henchmen out to beat up G.T.'s supporters, or rigging the election results, Millstone fights to keep the power in his court. He loses it all in the end and can't even face the citizens of Mulhoney in person to announce his resignation. He's the obstacle to everything hopeful and good.
