Yikes. The King is so dissatisfied he decides to turn into a sheep. Better luck in animal husbandry, buddy.
But seriously, folks, the King's dissatisfaction shines through here in his staccato, two-word exclamations, complete with frustrated exclamation points. He's so well-acquainted with these frustrations that he names them in a familiar manner: "These four things that come down from the sky!" We all know which ones he's talking about, because any normal person would be as dissatisfied as him, right?

"I wish," spoke the King, "to have you make something fall from my skies that no other kingdom has ever had before. What can you do? What will you make?" (23)
Okay, so maybe the main character trait on display here is a voracious ego, but where do you think it comes from? That's right—dissatisfaction. He's clearly upset that, until now, he's suffered the injustice of having only four things from the sky, and he's putting it up to someone else to fix that. "What can you do?" Even this early on, we can see it's the King himself that's the problem; and the real problem is that he can't see this.
