This kid is a real bully. He abuses every poor foster kid that comes through the house. As he tells Bud when he sticks a pencil up the poor kid's nose, "I've never gotten it in as deep the N on any of you other little street urchins. I just might enjoy your stay here. Who knows what other things you could be number one in, Buddy?" (2.22). So Todd reveals himself as real nasty piece of work. Yes, Bud can find it in his large heart to understand where Todd is coming from, but nothing ever really justifies Todd's aggression and violence, and Bud realizes that.
That is why we think that when Bud sneaks back into the Amos house and pours water on Toddy Boy to makes him pee in his bed, he is absolutely justified. We dare you not to laugh.
