Mr. Bradford
It creeps up on Azalea, but she starts to develop feelings for Mr. Bradford. He's really nice, and he helps her (and her sisters) whenever he gets the chance. Finally she realizes:
[…] here he was in front of her, the perfect king—even the King would admit that—and the perfect gentleman, with his soft, cinnamon bread eyes and his gentle touch, his quiet wit, rumpled hair, crooked, bashful smile. He was so lovable. (21.109)
Yep, with a list of qualities like that, it's no wonder Azalea falls for him. There are a few obstacles in their path (he mistakenly thinks she's Bramble; the former High King makes trouble) but they eventually manage to be together.
