Liberty and Justice for All
Florian is the leader of the anti-monarchy revolutionary forces in Freyborg, and Theo meets him after fleeing from Las Bombas and his crew. Florian hangs out in Jellinek's tavern with his supporters, whom he calls his children, and when Theo first meets Florian, he's struck by how commanding the guy is for such a young man. Florian is authoritative, calculating, and observant, but seems to have a great sense of humor.
Flo says he's an advocate for the people of Westmark against the monarchy and nobles' abuses. It doesn't matter who rules—Augustine or Cabbarus—because he just wants the people to take over. Florian seems to have given a lot of thought to politics, and as a son of a noble family, he's seen injustice firsthand and thinks that only a complete governmental overhaul will help the people get their just desserts. He'd probably know given his upbringing.
Violence Stinks
At the end of the day, though, Florian knows that people—the very people he wants to free—will get hurt in his quest. He's a realist, unlike the idealistic Theo, and admits that the blood of some must be shed for the betterment of all.
Theo's appalled by his cavalier attitude, but it's not like Florian wants his children to get hurt. He cares about them and about the people he wants to have power, but, as he says, it's not possible to make an omelette without breaking some eggs. As Theo notes though, people aren't eggs. It's a metaphor, though, for Florian's willingness to sacrifice a few for the sake of the many—otherwise it would make for one bloody breakfast!
